Another source for PC-Card video capture is ImerX.com, loacted in Florida. The make a variety of PC-Card devices .. the one I have works with NTSC, PAL or SECAM standards .. and connects to Composite or S-Video.
I use it primarily for gray-scale images .. and it works very well at VGA (+) resolutions. It works well with RGB (am not sure about frame rate limitations or about sound .. as I never needed to explore this). I use it as frame grabber .. to capture still images from running video.
You might ask them the same question re OS/2.
