Do I need it? It seems to be adding about 1-2 minutes to boot time.

1.63 is the latest version. IMO, it is not an essential program so start it manually if it is required. (Note to all: Please shoot me down if you know better.)
One question is what makes you sure it is Power Manager that is adding so much time at boot up? Another question is how long does it take to start up if you disable it from part of the boot up process?

Good question. I find the Power Manager useful to track battery status and quickly update power schemes if so desired, so I always have it in the startup sequence, and as such, never paid attention how much it actually affects boot time.
Also, I use version 1.52, before the dreadful GUI change.

It still charges up to 100% no matter how I set it. If that's all it does and it doesn't do that, I may try without.
