Can't boot with Install disc --T23 2647-8NU

Hi, all. I want to wipe the computer clean and reinstall the operating system on an old T23 I picked up on the cheap. I has two XP operating systems on it on the same partition. I did the bios thing to try and get the cd drive to boot first and that doesn't work. Is it designed that way? If so, could an external usb drive do the trick? Would usb 2.0 be backwards compatible with the older usb 1.0 or 1.5 or whatever it is on the ThinkPad?

Thanks for any help I can get.

At boot time immediately press F12, then select CD/DVD to boot from.
The change the boot-order, at boot time immediately press F1 to go into BIOS to change what to boot from first permanently.
When done, hit F10 to save your changes and confirm with YES.
T23 has USB1.1
You can insert a USB2.0 PCMCIA card.

Solved! I was doing that every time. But when I attempted it on prior occasions, I always saw an exclamation point next to the device. I then hit the "insert" key and the exclamation disappeared. F10 then done! Thank you.
