Anyone know if this is possible, how hard or easy is it....goal is to be able to do "games" that require Pixel Shader 1.3 or higher such as Settler's Rise (for my son)- if not any emulation or other work around to enable it?

Hey welcome to the forum Rugger!

The Radeon 7500 only has hardware support for DirectX-7, and since Pixel Shader 1.3 requires DX 8.1 or higher, looks like the answer is no.
Collection = T430 - T500 - R400 - X300 - T61 (14" WXGA+) - R61 (15" SXGA+) - T60 - X40 - T43p - T43 - T42p - A30P
