T23 on original heatsink paste, should I change it?

My T23 is still going strong, but I'm pretty sure the thermal paste for the processor has never been changed. The fan still comes on at 60 degrees C, but processor temperature seems to hover in the mid 50s to 60 during internet use. Is it time for some fresh stuff? If so, any recommendations?

Your temperatures seems normal to me. Despite what some may tell you, "refreshing" thermal paste is not mandatory. On the plethora of machines I have owned, laptops and desktops, I've never changed thermal paste unless I was also changing the heatsink in the process.

I wouldn't bother unless the machine is running hotter for some reason (then you clean out the fan/heatsink and re-apply a very small amount of thermal compond) or you replace the CPU.

When things are running properly it is best to leave them alone.

You could always save that for a rainy day (of which you seem to have plenty in Scotland).
And if you do, most of us would recommend Arctic Silver 5 (AS5).
