T60p not charging showing 0% but Power Mgr says 'Good'

Just for kicks I reinstalled Win 7 on my T60p and after getting all updates etc, the battery now shows 0%, Power Manager says the battery is 'Good' and the orange light is blinking at a steady pace (not fast blinking) when laptop is 'charging' and the moment I pull the plug, the laptop shuts off right away. Needless to say the battery is not charging at all. Prior to the reinstall the OEM battery had a good 30-45 mins of life on Win 10

The laptop works perfectly fine otherwise. Not sure if part of the MB got cooked or is the battery dead? I have already tried the 30 sec reset that I read online but no luck there.

Any inputs?

Most likely the battery had died. How long did you let it try to charge?

Thanks. Overnight actually. I may end up buying the 'GreenCell' battery found on eBay.

Use the power manager and read the voltage that's being read through the battery. If it is lower than like 9V most likely the battery is permenantly shot.

Checked. Voltage says 11.81v and design voltage says 10.80v.

Assuming the voltage is correct this would be the voltage of a perfectly healthy battery pack.
You might want to get another laptop, be it a 4:3 T61 with an already failed graphics, or the bare motherboard of any T6x, or something like that, to try to see if it would charge there.
If it charges fine there and not on your board, which I anticipate being more likely the possibility, then you might just have a blown battery fuse on the motherboard.

So turns out the battery had conked off. I bought a Green Cell battery and charges and works great.

Have you installed IBM0068 Power Managment driver? Without it, power manager won't work as it should.
