i think youre right, i was just annoyed by having to go through all the steps.

another individual noticed the faulty 3D performance of GMA 950 and Win 10:

FWIW i did try with no display driver (just software rendering) and the performance is the exact same, as in, it neither increased nor decreased. so GMA 950 driver does all of nothing (except add "support" for resolutions higher than the basic display driver). granted this is hardly a machine to play games on, i've already got better for that. first world problems.
