I know it's a stretch to expect anyone to actually see this post let alone respond, but I'm gonna give it a shot.
Trying to run Sketchup Make 2017 on Windows 10. Windows tells me it can't run because my graphics card does not support hardware acceleration. I've looked through the settings in Windows, but found nothing. I checked the bios with the same result. Is there a way to make this work? I mean without installing a different card. If another card is the only way, are there cards still available for this laptop?

If you have the integrated Intel 4500MHD graphics, I don't think your graphics is going to support OpenGL 3.1 that's required by that software for hardware acceleration.
In that case there's nothing you can do.
While the discrete graphics version does technically support OpenGL 3.3 with much newer graphics drivers, I'm sure it's gonna struggle with a workload like that, and I don't think it's worth the investment for you to swap out the motherboard and heatsink and potentially more just to have that.
You are asking too much out of this poor old thing anyway, maybe a T520 or T530 with NVidia graphics will serve you much better for this software
