Has anyone upgraded their internal WWAN device from 3G to 4G in a T400? I know it involves taking the machine apart, but have no idea as to cost or feasibility.

As far as I know, you don't have to change the WWAN device.
What you have to look at is, however, if your WLAN device is supporting WiMax feature.
If it does, I think you would be able to use the 4g data plan.
Not sure though, because I'm probalby not living in the same country as you. Suggest you call or visit a nearby service provider and ask them if their data plans support WiMax-compatible devices.
If your WLAN device does not support WiMax from the first place, you could make it do by changing the device into a WiMax Compatible one. Technical difficulty is not different from installing WWAN Device, which does involve taking apart the machine, but is not difficult. It's as simple as taking out a few screws and lifting a keyboard. Check out the Hardware Maintenance Manual.

When you are referring to 4G are you talking about LTE? If so, I would love to find a card to fit the WWAN slot to give me that connection speed.

The name "4G" is way overused and misused these days. Could you tell us what technology exactly is your "4G"? LTE, WiMax, HSPA? Or, alternatively, which carrier in which country is offering the 4G service you're interested in?
