Windows 7 COA with Win8 Logo on it

Some OEM laptops, start at around 2013, starting shipping with COA like this:

Notes:
1. it was released in 2013/10 , according to mtm label
2. the bios does NOT have a windows 8 license built in, as you see from the first screen showing the bios.

So,
Can this machine run windows 8/8.1 using this key somehow ?

That HP picture must be wrong/photoshopped.
X16-96072 on it means W7 Home Premium, NOT W7 Pro as printed.
I doubt you'll get W8.1 out of a W7 key.
