Hi,
Most people around me either think that i collect Thinkpads (which is not false) and so people keep giving me their old laptops .. some who dont work.
Anyone has had any experience with the an "L" that goes about this
Insert power plug -> Led ups on the power button and fan starts -> then fan shut down and then it goes on and on and on until i press the power button to power off ..
No display ... no indication of booting.
Any thoughts ?

Take out battery, any drives and the RAM.
If it doesn't have any soldered RAM, when now you power on, it should beep 1-3-3-1.
Try adding the RAM and boot after each addition, then try to go into BIOS. Switch off.
If so far still OK, add the HDD/SSD and try booting again.
Let us know how it goes.

Still no good, i havent had much time to tinker with it but its really weird.
So i plug the power and the power button imediately lights up its almost as if it has a short on it.
Power is on, screen black, power led is up and fan spins up then stops , then after a while goes into the loop

Check the USB ports for broken or damaged pins. Could be a short in there somewhere.
