Odd Power issue

So, when I turn off my computer, in any OS: 7, vista, ubuntu, etc. About 2-3 seconds, it will start back up, if I'm plugged into AC power. With a battery, this is not a issue. And ideas to why and maybe a fix?

I have an SL300, bios 1.25.
