UEFI dbx not applying after reboot.

hello all.

im needing help and ive searched high and low.

i have a thinkpad e495 running ubuntu and my problem is i get a update for the uefi dbx with the current version being 20230501 to updated version 20241101.

the update and installation works fine and successful and asks to restart/reboot to apply the update.
my problem being the update doesnt happen after reboot and stays at te current version (20230501)!

i have tried many guides and suggestions from coldshutdown/secureboot off/making sure efi and shim are up-to date/ amognst many others.
i have tried to install manually but i cannot find the .cab file BUT i can find the x64.bin file, but i cannot flash that via dbxtool as it always says "filename required" even though destination path is correct.

i have updated via fwupd but i still get the same error and i also get directed to a git hub page explaining the cause which is to update bios or contact manufacturer.
i have the latest bios installed from lenovos site and ive not got a response back from lenovo either.
ive tried reaching out for solutions on many social platforms but still at a stalemate. iv also tried A.I which brings up all the suggestions i had on social media for a fix.

so im here as a last resort to try and help get this flashed if posible. its the same on may distros including fedora.

my system is a thinkpad e495, ryzen 3500u, 16gb ram, 256gb nvme, 512gb ssd. running ubuntu 24.04 all updated

Have same issue on ThinkPad T480.
